Cannot Open Sslsessioncache Dbm

Any pointers???? The moment these two files: -rw-r--r-- 1 apache iworx 0 Jun 17 04:21 ssl_scache.dir -rw-r--r-- 1 apache iworx 1024 Jun 17 15:49 ssl_scache.pag become unwritable, the SSL pages become painfully slow. It's not my IP nor the good time. The permissions of the file or directory the symlink points to is used for all other operations (i.e., read/write/execute). I'm surprised this problem hasn't been fixed before now. Just keeping my "eye" on things....
